Hello. There is a post here about the link to the webmail app, but I will try to put it somewhere more prominent.
The reason the subject has to be a certain length is one of a range of features of Discourse (which is the system the forum runs on) to prevent spam. It is part of a system of levels of trust and as you use the forum more the system trusts you more and you get more privileges
